Referring to the Department’s telegram of April 3, 1 p.m. Accompanied by Secretary of Legation Flack had very agreeable conference with the President this afternoon setting forth points in Department’s telegram. President said he had contract and all facts before him and knew the situation and was glad to have the views of the bankers.
