The Minister in China ( Schurman ) to the Secretary of State

210. The foreign Ministers have received an identic despatch from Feng Yu-hsiang, inspector general of the Army, and Wang Huaiching, commander in chief of the Metropolitan forces, in which they assume complete responsibility for the maintenance of order and the protection of foreign interests.
Officials of the Ministry of Foreign Affairs have delivered this despatch in person, accompanying it with a statement from the Government that the only cause of the police strike is arrears of pay and that no disturbance is to be apprehended.
[Page 510]Nevertheless, I believe that the principal motive of the strike is political and expect to see the President quit.
