The Minister in China ( Schurman ) to the Secretary of State

Sir: With reference to my despatch No. 1689 of July 20 [25], regarding the question of withholding naval assistance to China, I have the honor to transmit herewith a copy of Dean Circular No. 227 of August 30th,56 containing a copy of a letter from the Belgian Minister stating that his Government concurs in the proposal which has been made in regard to the matter, provided that all the other interested governments agree.
According to an observation which was made on this subject by the Chargé d’Affaires of Denmark, he has not yet received instructions on the matter from his Government.
