Sir: Supplementing my letter of March 26th,81 with which I enclosed statement of expenditures, amounting to $4, 115,374.08, and other papers in support thereof, which expenditures were made from the $5,000,000.00 fund advanced by the United States to the Inter-Allied Committee for supervising Chinese Eastern and Siberian Railways, I am enclosing with this letter a final balance sheet covering the total receipts and expenditures from this fund.
