Sir: Reference is made to your confidential despatch No. 107 of January 15, 1924, regarding the boundary treaty of March 24, 1922, between Peru and Colombia, and to report No. 16 dated July [Page 296] 24, 1924, from the American Minister at Bogotá,76 a copy of which was sent you on September 2, 1924, giving translations of telegrams exchanged between President Leguía and President Ospina, of Colombia, on the occasion of the Colombian national holiday.

In view of the statement of President Leguía in the above mentioned telegram that the approval of the Peruvian-Colombian boundary treaty will be requested of the Peruvian Congress during the forthcoming session, the Department suggests that you may be able to express again to the President and to the Minister for Foreign Affairs, orally and informally, the friendly interest and hope of this Government that action may be taken to bring this long-standing boundary dispute to a successful termination.
