With reference to the Department’s 80, April 24, 4 p.m., the Embassy at London has reported³⁶ that the Foreign Office has telegraphed the British Minister at Peking that he is to regard as definite instructions the views shared by the American and British Governments as to the reply that should be returned to the Chinese request for a preliminary conference, and to act with you in this connection.
