Sir: There is transmitted to you herewith a copy of a letter dated April 17, 1924, from the Guayaquil and Quito Railway Company,2 stating that the Government of Ecuador has failed to live up to its contractual obligations and that the bondholders of the Railway request their government to use its good offices in protecting them in their rights to the full amount of the customs pledged to them.

You are instructed to submit a full report on the matter, setting forth particularly the disposition that is being made of the revenues pledged to the bondholders, and the Department would be glad to have your views as to the desirability of making appropriate representation at this time.
