522. Following from American consul general at Canton:
“October 30, 11 a.m. Chen states that one of the important resolutions adopted at recent Kuomintang conference regarding his government’s diplomatic policy was the centralization of diplomatic functions in the regularly established Minister of Foreign Affairs at Canton and that the government would not be bound by the diplomatic agreements and alliances of Chiang Chung-cheng76 or other military officer if made without the consent of Chen’s office.”
