Considering the difficulty of determining the Chinese interests involved under the present circumstances, the Department does not wish that you join in any representations in regard to the integrity of the Maritime Customs Administration. Your attention is invited to the Department’s instruction No. 286 of November 29, 1926,24 and its telegram No. 50, February 7, 1927, 3 p.m., in this connection.
