Department’s 22, February 2, 7 p.m. Before leaving Managua the Department desires you to inform the Government that in your absence the Chargé d’Affaires, as the representative of the United States, will take precedence over both the Commander of the Special Service Squadron and the Brigade Commander. The Navy Department has directed the Commander of the Special Service Squadron to be guided accordingly.
