164. My June 13, noon. Beaulac99 has just returned from three days’ visit to the Matagalpa and Jinotega districts and says that the sentiment there is that road construction in those areas is the logical corrective measure for the bandit [situation?] as it exists at this time. I encountered a similar sentiment in Ocotal when I recently spent two days in that region. Marine officers familiar with the conditions are among the strongest advocates of this plan in all the regions mentioned above.
