The Chargé in Venezuela (Engert) to the Secretary of State

36. Legation’s despatch No. 1486, February 19, 1928. French cable concession expired two days ago but French company continues to operate under a provisional permit. Although All America Cables has agreement with the French to take over the cables immediately the Venezuelan Government has so far declined to consent to the transfer.

Confidential. All America Cables has lost much valuable time by dilatoriness if not incompetence of its local representatives until the recent arrival of Vice President Pirie. It may be necessary for the Department to remind the Venezuelan Government informally that it is interested in seeing an effective cable service established between the United States and Venezuela and that it believes All America Cables in a position to render such service.
