Excellency: In replying to your communication of July 10, 1931, concerning the meeting in London on July 17 of financial experts, I have to inform you that Mr. Hugh Gibson, American Ambassador at Brussels, Belgium, will be the representative of this Government at the meeting in question. His function, in view of the character of the discussions which will take place, will be largely that of an observer.
