28. Department’s telegram No. 9, October 30, 1 p.m.95 Formula calculated to avoid establishing principle of “compensation” but obligating Bulgaria during current moratorium year to continue reparation payments in favor of Greece equal to Kafandaris-Molloff payments by latter presented at Athens by the Bulgarian Government October 24th. Since then Bulgarian Foreign Office has been expecting Greek response daily. As soon as this is received I shall inform the Department of its nature by telegraph.
Official opinion here is that response must be in the affirmative if Greece is acting in good faith as formula fully satisfies demands made by Greece before London Committee of Experts.
