The Secretary of State to the Chargé in Greece (Fisher)

Your 39, October 1, 3 p.m.10 I desire that you seek an early audience with Mr. Venizelos and that you convey to him an expression of this Government’s satisfaction that Greece and Bulgaria are endeavoring to arrive at a mutually satisfactory arrangement respecting their obligations during the debt suspension year.

You should add that while this Government is of course not in a position to formulate an opinion respecting the legal aspects of the question at issue, it considers that the proposal understood to have been made by the Bulgarian Government offers a practicable basis for a solution of the problem now confronting the two countries and sincerely hopes that the Greek Government will give that proposal its earnest consideration.
