The Italian Ambassador (De Martino) to the Secretary of State

Mr. Secretary of State: In conformity with the instructions of my Government I wish to communicate to Your Excellency the following telegram received this morning from Signor Grandi:

“Yesterday the Italian Government informed officially the Governments of Great Britain, France and Germany of the acceptance on the part of Italy of the proposal of President Hoover. This morning, in accordance with the instructions of the Head of the Government, a [Page 225] conference was held with the Minister of Finance and the Governor of the Bank of Italy, for the purpose of making the proper arrangements so that President Hoover’s proposal for the suspension of debt and Reparations payments may have, as early as the 1st of July next, a prompt and full execution”.
