Memorandum by the Acting Secretary of State of a Conversation With the Japanese Ambassador (Debuchi), July 2, 1931

Mr. Debuchi told me that Japan was cordially in accord with the President’s proposal for a holiday on debts. He said that Japan had not answered formally because they had received no formal notification, but as soon as we would so notify them, they would be very glad to make a formal reply.
