Henderson desires that we should be represented in a drafting committee to put in shape the recent naval agreement. I do not wish to interfere with your vacation by asking you to assume that position but if you would be willing to go to London on your arrival in Europe long enough to explain my views thoroughly to Henderson, Malkin89 and Dawes, it might then be possible to have the work carried on by others. Your recollection as to my views can be refreshed by recent cables to Dawes. Your influence in directing this into expeditious and safe channels so far as American ratification is concerned would be most helpful and I cannot think of any other person who could take your place. I might ask Rublee90 to come over later to carry on your suggestions.
