139. With reference to your 113, of September 18, 1 p.m. I have consulted Drummond in strict confidence. It is his intention to suggest to the Chairman of the Third Committee to propose that the Committee at its afternoon meeting today [tomorrow] urgently invite the non-League states which sat on the Preparatory Commission to participate in the Third Committee in the discussion of the Grandi proposal. These non-League states are the United States, Russia, and Turkey. The Secretary-General is certain that the proposal will at once be accepted by the Committee. He will have a written invitation already prepared which he will hand to me and which I will at once send to the Department. It is important to have your formal acceptance, together with the designation, in time for delivery to Drummond on the morning of the 21st should developments follow along this line.
