Your 167 September 26, 6 [8] p.m. and 168 September 27, 11 a.m. In the hope of seeing a text which embodies the spirit of an armaments [Page 462] holiday unanimously adopted, we are prepared to acquiesce in the French version. You may so inform the Third Committee and add that well before November 1st this Government hopes to be able to make the declaration called for, subject of course to similar action on the part of the principal Military and Naval Powers.
