Embassy’s 19, March 28, 5 p.m. We are satisfied from your wire that no Government claimed the advantages of the Belgo-Luxemburg Economic Union under the most-favored-nation clause in treaties with either country. You are to ascertain for us, however, whether or not in 1921 either Belgium or Luxemburg was a party to any commercial treaty which contained an unconditional most-favored-nation clause. We desire an immediate reply.
