Sir: I have the honor to transmit herewith a communication addressed to you from the Secretary General of the League of Nations dated October 27, 1930 (C.L.292(b)1930.XI)75 in which he informs you of the decision of the Council of the League of Nations to convert the Conference on the Limitation of the Manufacture of Narcotic Drugs which was originally confined to a certain number of States into a General Conference for all States, the date of this Conference having been fixed as May 27, 1931.

The communication further informs you of the list of countries invited to the Conference of Manufacturing States to be held in Great Britain beginning October 27, 1931 [ 1930] These countries are: France, Germany, Great Britain, India, Italy, Japan, Netherlands, Switzerland, Turkey, United States of America, the Union of Socialist Soviet Republics.

There are enclosed with the communication copy of the Minutes of the Sixtieth Session and Sixty-first Session of the Council, the Report submitted to the Fifth Committee of the Eleventh Assembly on the traffic in opium and other dangerous drugs, together with a copy of the report of the Fifth Committee to the Assembly on the same question.
