The Chairman of the American Delegation (Caldwell) to the Secretary of State

17. Made statement in Limitation Committee, June 13, to the effect that:

(1)
Quota plan in original form unacceptable to United States;
(2)
That if sufficiently changed to be satisfactory it would no longer be in reality a quota plan, and that
(3)
Delegation considered principle of Franco-Japanese plan a more a basis of [acceptable] and practical basis for a convention. I referred again to our hope that any convention concluded would include provisions for the limitation of raw materials available to factories and the consequent limitation of all derivatives.

The delegation placed before the Conference amendments to the first 16 articles of draft plan referred to in my telegram No. 13, [Page 660] June 10, 11 p.m. [a.m.], with explanatory statement. Copies of speech, articles and explanation by open mail.99
