The Minister in Switzerland ( Wilson ) to the Secretary of State

84. I am in receipt of invitation from Secretary General of League of Nations, dated June 18, to the American Government to participate in a conference in Bangkok, Siam, to open November 9, 1931, to discuss position in regard to chapter II of the Hague Convention21 and application of the Geneva Agreement22 on the basis of the report to [of] the Commission of Inquiry into the Control of Opium Smoking in the Far East.23 The United States and China are included in this invitation in accordance with a resolution of the Council adopted May 23 last.24 Mailing invitation today by pouch.25
