35. Your telegram of May 29, 2 p.m. Stafford, just returned from Santiago, reports President said he had given no orders to clear the region of foreign troops and had no intention of precipitating a conflict with the Haitians. He showed excerpts of note from Haitian Minister [Page 773] here complaining of persecution by Dominican soldiers in territory always recognized as Haitian territory, and also telegrams from Dominican Chargé d’Affaires at Port-au-Prince stating that the Haitian Government wished to create border incidents in order to distract attention from internal conditions.
