The Minister in Honduras ( Lay ) to the Secretary of State

52. The following telegram has been sent to the Legation, Managua:

March 23, 2 p.m. Prado now more reasonable and convinced that his suggestions would not be considered at present time. Neither he nor President have alternative acceptable proposals. Only hope now is that present sanctity for award in Honduras is not immutable and that Congress and press can be gradually convinced and satisfy present opponents that pride and slight modification of award must be sacrificed for the sake of settlement and bigger interests of the country, as was done in Guatemala-Honduras Boundary Treaty. I could discreetly talk informally to Hondurans along these lines but definite results could not be expected this year. Prado’s conversations with prominent Hondurans helpful. Request Department’s and your opinion by telegraph whether this procedure should be attempted.

Unfortunately President Mejia Colindres receives reports from Nicaragua and is convinced that protocol could be ratified if President Moncada really desired. Consequences failure ratification protocol do not deeply concern President or prominent Hondurans. He fears [feels?] morally certain that agreement to any change in award would be used as slogan for revolt.…
