The Czechoslovak Chargé (Skalický) to the Secretary of State
The Czechoslovak Chargé d’Affaires ad interim presents his compliments to His Excellency, the Honorable Secretary of State, and has the honor to request his kind information in the following matter.
[Page 822]The Legation has been asked by the Ministry of Justice at Prague to provide it with a statement of a competent American authority in due form of an interpretative opinion (1) if and eventually to what extent under the laws of the United States of America it is admissible to present a suit against a foreign state, (2) whether it is admissible to enforce a judgment against a foreign state in the territory of the United States of America and if so on what kind of property of the foreign state, and by what method of enforcement or execution of judgment, (3) whether the diplomatic missions or other representative authorities of the United States of America in foreign countries are entitled to represent their own state also before the courts of justice of the recipient state and if they may lawfully receive for it and in its name judicial records and documents of foreign courts.
