24. Department’s telegram No. 20, March 20, 6 p.m. and No. 23, April 14, 3 p.m.1 Foreign Minister states that favors contained decree 19682 are given as a form of subvention to Lloyd Brasileiro, nearly all the shares of which belong to Federal Government; also that the said decree does not establish favors at Brazilian ports to [Page 877] Brazilian vessels nor does it create difference of treatment between ships of this or that flag nor restrict at all the rights of foreign companies. He believes that the reduction of fees collected by Brazilian consuls from shippers who give preference to shipments by the Lloyd Brasileiro boats results from legitimate act of sovereignty and cannot injure the rights of other nationals.
