Negotiations between the Governments of the United States and Canada looking to the framing of a treaty for the development of the St. Lawrence seaway will be initiated at once. The Canadian Government has expressed the opinion that in the initial stages of the negotiations progress would more definitely be assured by direct and verbal exchange of views between the two Governments and President Hoover has agreed to this procedure.
