Referring your inquiry by telephone concerning subpoenas served on you and on Doris Corrigan requiring testimony concerning official acts and production official documents at habeas corpus hearing of Marvin J. Clark.
Advise appropriate authorities that under principles of international law official archives of consular offices are not subject to subpoena requiring production in judicial proceedings and that consular officers and their employees cannot properly be required to testify concerning their official acts. Add that accordingly you have been instructed by your Government not to appear nor to permit Miss Corrigan to appear or produce records in response to the subpoena.
