108. In conformity with section 17 of article 72 of the Constitution Congress today at noon declared a state of siege throughout the Republic for a period of one month. The proclamation of the law will probably be made tonight. This action by Congress is tantamount to the creation of a constitutional civil dictatorship. However, actually the Army is the effective force in control.

Except for the presence of soldiers in the city the situation in Santiago is normal. Streetcar service resumed this afternoon but definite settlement not reached.

Unless Government ultimatum for unconditional surrender of the fleet at Coquimbo is complied with, attack on ships will be made tonight or tomorrow morning.
