Unless you perceive positive objection, please obtain an interview with the Minister of State and tell him about the information which has reached you regarding his statement mentioned in your telegram. If the Minister appears to have been correctly quoted, ask him categorically whether the only question holding up the granting of most-favored-nation treatment by Spain to American products is the non-receipt of the list requested in the Spanish note of May 5. Inform the Department by telegraph of the results of the conversation.
