I made emphatic representations to the Foreign Office today in line with the Department’s instruction No. 73, February 25, 4 p.m. The Under Secretary of State for Foreign Affairs said he hoped he was not making too optimistic a statement but that from the most recent inquiries he had made he felt a reply might be expected before too distant a date. Possibly it may be desired that the substance of this information reach the Gulf Oil Corporation via the Department rather than through its London agent who has an appointment with me tomorrow morning.
