250. Reference Embassy’s telegram No. 237 of May 24, noon.15 After repeated consideration by both Houses in which Chamber consistently voted for petroleum monopoly and Senate against it, compromise provision was adopted as article 117 of Finance Law, which has been signed and promulgated. The compromise provides that within 3 months special commission shall make a study for submission to [Page 172] Parliament of the practical conditions for the institution of monopoly on the importation of petroleum and of the possibility of establishing a refining monopoly.
