21. Department’s No. 20, July 19, 1934, 7 p.m. The Finnish Legation at Washington has not been able to obtain a reply from the Finnish Foreign Office with respect to our proposal for exploratory conversations.
Please consult Mr. Sayre, who will arrive at Helsingfors on the steamer Scan-Penn on August 7, and, if it meets with his approval, make appropriate inquiries of the Foreign Office and indicate our [Page 145] interest in receiving an early acceptance from the Finnish Government so that the necessary preliminary studies may be undertaken at once.
