Your telegram No. 21, Aug. 6, 6 [3] p.m. reached Legation following call Mr. Sayre on Acting Finnish Minister for Foreign Affairs22 and he wishes that the Department know it and that he approved of Legation requesting Foreign Office for decision. Acting Finnish Minister for Foreign Affairs states that experts will probably be sent to Washington for exploratory conversations but that official decision will not be made until the question submitted to Cabinet next week.
