Your 11, August 25, 4 p.m. Although an offer of two thousand Ethiopian dollars in full settlement of Young’s claim appears to be [Page 780] somewhat incommensurate with the gravity of the offense, you may inform the competent Ethiopian authorities that this Government is prepared to accept the offer provided that payment is made without delay. You may also state that this Government notes with satisfaction that the Ethiopian official responsible for the treaty violation is to be punished.
