The Consul at Geneva ( Gilbert ) to the Secretary of State

442. A communiqué was issued this afternoon giving the following text of a telegram dated October 7 from the Ethiopian Foreign Minister to the Secretary General:

“Italian troops escorted by 20 airplanes entered Aduwa yesterday without resistance after taking Adigrat. Our troops which were outside the town of Aduwa are still there. All engagements hitherto have been with our frontier guard and small isolated detachments. Our troops have not yet gone into action. Italian aggression, in preparation for several months against Ethiopia which has been systematically refused arms for its defense, has thus been carried into effect in a district where the frontier has been clearly defined by the treaties and is therefore indisputable.”
