The Chargé in Ethiopia (Engert) to the Secretary of State

121. Italian Minister informs me that he received this morning a note from the Ethiopian Government requesting him to make preparations for his early departure. He is accused of using his radio for transmission in violation of his promise not to do so. Vinci denies the accusation categorically and states that since October 3 he has used it only for the reception of messages about which nothing had been said.

He has just shown me his orders from Rome to depart with his personnel but without any indication as to which Legation would be requested to look after Italian interests.

Since my 112, October 5, 2 p.m., one more Italian Consul has arrived safely and without the slightest incident. Only one now remains and the Minister will endeavor to await his arrival too.
