The Chargé in Ethiopia ( Engert ) to the Secretary of State

125. My 121, October 10, 3 p.m. Sensational development occurred when Count Vinci, the Italian Minister, refused to leave this morning by the special train provided by the Ethiopian Government. After waiting over 2 hours the train was despatched with Legation personnel and baggage. Second Secretary tried to escape to the Italian Legation but was caught and put on the regular train which left shortly after the special.

In the meantime it was found that Vinci and the Military Attaché had locked themselves in at the Italian Legation and absolutely declined to come out. The Emperor is said to have issued orders that he is to be removed by force if necessary.

In the absence of more definite instructions, the Italian Minister yesterday turned his Legation over to the Diplomatic Corps through the Dean who has for the past week in vain been trying to dissuade [Page 672] Vinci from carrying out his intention of remaining until the last of his consular officers had arrived from the interior.

His theatrical gesture is not only considered totally unwarranted in view of the fact that Italians have been extremely well treated but very undignified and calculated to injure the prestige of the entire Diplomatic Corps.
