Memorandum by the Under Secretary of State (Phillips)
The Italian Ambassador called this afternoon and left with me the accompanying communication5 which has just been presented by the Italian Government to all the states members of the League. The Ambassador was also instructed to communicate it to this Government and in doing so expressed the opinion that the same communication was being made to all governments non-members of the League. Signor Rosso translated the communication into French and read it to me. He said that he regarded it as an exceedingly important and very serious communication.
