Referring to Legation’s telegram No. 37, July 29, 8 a.m., Minister of Public Works informed me this morning that the President has instructed him to proceed with the suit but that he is withholding action pending confirmation from me that the Department indicated to Ecuadoran Minister that it has no objection thereto.
