The Secretary of State to the Ambassador in Belgium (Morris)

14. Your unnumbered despatch March 17, 1937.4 Please explain to the Prime Minister that it is not the custom of this Government to attach a Military officer to visitors other than Chiefs of State and [Page 673] that I deeply regret that in the circumstances it will not be possible to meet his wishes with respect to Commander Gade.

I am of the opinion that it would be unwise and undesirable in this particular case to make any departure from this custom.
