364. Department’s telegram 159, November 8, 7 p.m.³⁷ Stoppani himself suggested and I agree that Grady’s attendance next meeting not essential, particularly as a more important meeting will be held in February. Discussion at December meeting³⁸ will mainly be concerned with raw materials. See despatch 73 Political October 30.³⁷

Stoppani is anxious, however, that an American expert be present and hopes that Grady will designate a substitute. Because of the expense preferable but not essential that some one already in Europe be appointed.
