the Chargé in Siam (Chapman) to the Secretary of State

Sir: I have the honor to refer to my despatch No. 528 of May 19, 1937,33 as well as previous telegrams and despatches, with reference to purported oil control legislation in Siam, and to report that during the course of a conversation yesterday, the Foreign Minister, Luang Pradist Manudharm, denied categorically that an oil control law has been drafted or considered by the Siamese Government.
I have no reason to doubt the Minister’s word, but I nevertheless cannot escape the impression that the subject is receiving consideration in interested government circles.
