135. Your 225, April 30, noon. The Department approves your instructing various offices as proposed. The Department suggests that, unless you perceive objection, you instruct Caldwell24 to assume primary charge, under your direction, of coordinating the American study of this subject and to keep in touch with Sansom25 and Hall-Patch while they are in north China. If you concur in the procedure outlined above, please issue appropriate instructions and repeat the foregoing to Tokyo.
