135. Your 225, April 30, noon. The Department approves your instructing various offices as proposed. The Department suggests that, unless you perceive objection, you instruct Caldwell²⁴ to assume primary charge, under your direction, of coordinating the American study of this subject and to keep in touch with Sansom²⁵ and Hall-Patch while they are in north China. If you concur in the procedure outlined above, please issue appropriate instructions and repeat the foregoing to Tokyo.
