13. Your 13, January 7, 3 p.m. Although we have authorized under exceptional circumstances and subject to certain conditions the use of naval radio facilities for the transmission of press messages from American correspondents to their principals in the United States, we do not feel that it would be either appropriate or advisable to authorize use of naval radio facilities for the transmission of press messages from Hankow to Shanghai, particularly in view of the unusual situation now prevailing at Shanghai. Accordingly, you should inform the United Press representative in Hankow that you regret that you cannot comply with his request.
