130. From Fuller. Preparatory Committee has included in its report statement that the American representative proposed that Convention should lay down principles which would provide (1) complete independence for any control body vested by the Convention with authority, (2) businesslike arrangement whereby parties accept responsibility for and agree to pay through machinery set up by the Convention each their fair share of cost of implementation.
