The Minister in Greece ( MacVeagh ) to the Secretary of State

11. Complying with instruction No. 622 of September 28, 1939,94 I laid before the Under Secretary for Foreign Affairs and the Ministry of National Economy this morning the Department’s views and proposals regarding the negotiation of a possible trade agreement. Further talks which may be necessary to facilitate the Greek Government reaching a decision regarding its readiness to negotiate can be carried on directly with the Minister of National Economy. While of necessity noncommittal at this stage, both Ministers appeared receptive to our advances and the latter, especially, expressed a hopeful attitude.
