100. Legation’s 5, January 8. Minister of Finance^55a told me yesterday that the Soviet Government has warned the Iranian Government that it would not permit the granting of an oil concession to an American company. When I asked whether he meant in the northern provinces he said “No, anywhere in Iran”.
